Why am I not seeing an Upload button to add a photo?

I am trying to upload a photo in REACH and I am not seeing an Upload button? Can you help? 

If you are not seeing an upload button, you may not have the option to upload a picture due to your computer settings. When using Safari, often Flash is turned off by default.  

The REACH Admin area relies on javascript and Adobe Flash which may cause you not to be able to upload or save images.  

To remedy this problem, please make sure you have enabled javascript on your browser for the admin area to work properly and that Adobe Flash is also installed, up to date, and allowed to run while on the REACH admin site.
